I wouldn't touch it & call the police to tell them the location. It could belong to a missing person or be implicated in a crime.

You'll never make it across the border with the money - either the police or border guards will confiscate it or the drug gangs will find their missing money and make sure you don't ever leave Mexico (except in a pine box).
