Technically according to the WoW TOU no their not but i have friends that use the show HP and Mana mod and they haven't had any problem. but my friend was using a bot to play for him and he just got his account banned by blizzard so if you are going to use a mod be very very careful about it

If modds would be illegel Blizz would not fix and make a huge puplic library of functions available to ppl, certain mods are consitered cheating but certain just make ur life easie or in my case possible is it cheating to count cards when u play poker no but it surely helps to win but doesnot gurantee one I mean some of them is overboard like the one that tells me what my enemy is casting and how much time till completion so i can interupt in the last second or the one that tells me ur mana so i know what geat and build u are, or the one that tells me exact ammount of time left on my fear or some dot so i can renew it without waisting precios seconds, or in raids some mods make or brake some boss fights, otherwise there is no fuking way in the world so u decide, u can always disanle them.

Depends on the mod. There's many that are, there's many that aren't. With the expansion coming out, some of the ones that are currently okay will no longer work the way they are.
The best thing to do is go to an approved site - those places host only legal mods. curse-gaming.com is my fav - you'll be able to find things like ct-raid, decursive, titan panel - lots of good, informative things that are *really* handy.

Mods, in and of themselves are legal. Blizzard does support the creation of User Interface mods, giving explicit, detailed descriptions of how the code changes with each patch update and such.
Some actions would not be legal, such as botting or using your mod to effectively cheat (speed hacks and such)

i would say without mods, there are a lot of things that u cant do or can but very slow.
if you urself is a wow-player and raider, you would know what i mean.
things like ct-raid, dps chart, aggro meter are used it raids.
even blizzard themselves made a rdy check...which was previously a mod.
so..ya its legal, but becareful wat u use that doesnt get u banned.
