It all depends on your perspective. If you already live in California, it probably won't seem much different but if you are from somewhere else less expensive, you might find an empty lot to put a trailer on if you are lucky. Most coastal places are quite popular so it will not be cheap, no matter what state it is.
Check out Gualala, in Mendocino County--very nice place. My personal favorite is Pismo Beach/San Luis Obispo but I'm sure it pretty pricey now.

I found some condo/townhomes off Marina Bay Pkwy. The Shores ,Marina ,The Cove 1-888-631-3319 $200-300k.That is the cheapest I have seen in 8 yrs. anywhere near the bay!Village Oaks in Santa Rosa and maybe San Luis Obispo is affordable. But all of CA. is really expensive and has made me think of moving back to NY .If I have to pay outrageous cost might as well live by family.Anyway good luck!WWW.HomesAtMarinaBay.com

If you join the Marines maybe they will let you live in camp Pendelton. It's right next to San Onfree and Oceanside. It's free! California ocean property is the most expensive place to live in the world save perhaps Monaco and Nice in the south of France.
Pismo Beach is still the best deal out there but it's expensive too.

There aren't any, although it depends on what you call an arm and a leg. Buying and renting in these areas are very high. Spotted an apartment in Playa Del Rey for rent (2 bedrooms, 1 bath) that was two blocks from the beach and they wanted $2500 a month.
That was three years ago.

Sorry, none of the above. I live on the Monterey Peninsula and a studio apt rents for about 1500 a month. My house which i bought in '93 for 148K is now pushing 750K. Good for me, bad for anyone who wants to move into the area.

Hey....You just picked my favorite place in the whole world...
Ft. Bragg....
Even though I don't live there now, I have before and I just love it there. The rents pretty reasonable, especially for a coastal town.
Call the local Chamber of Commerce and they'll send you real estate ads...or the local papers..or both. They're usually pretty good about those things. Kind of like a welcoming commitee before you even get there...
Good luck, I hope this helps! ! !

ask a real estate agent. if you don't have one, this is a great agent directory to find one: http://www.realestateforsaleincalifornia.net
