I've always assumed that it was because Peter Pan is supposed to be a little boy, a woman's voice would be more like a young boy's than a grown man's would be.

because of the fact with the flying harness the guy may be to heavy, and somewhat some the songs interior the origional play/musical had a extreme voice selection. so as that they as a rule auditioned lady (i think of), and that they went with lady, because of the fact there additionally lighter in weight (many times), then adult men are. I don't see why not. last year @ my school, a girl in gr.8 played peter pan in our school production. And she was really good.
