you want to get all the n's on one side. so first you can add 4 to each side, so the -4 and 4 will cancel out, so you get -7n+34=10n. then you can add 7n to each side. to get 17n=34. then you divide each side by 17, to get n=2.
if you do the same thing to both sides of the equation, it will not change the answer.

-7n+30 =10n-4 ?

-7n-10n = -4-30
-17n = -34
n = -34 / -17 (that is, -34 divided by -17)
n = 2

i make all the steps:
-7n+(-10n)+30=-4
-7n -10n =(-30)-4
-17n=-34 then if you divides the first member and the second one by (-17) you obtain n=2
