Imagine a metric staircase:
km - hm - dkm - meters - dm - cm - mm
Note: to move from cm to km, you take 5 steps to the left, so move the decimal point 5 places to the left. In 35,000, the decimal is understood behind the last zero. When you move it 5 places to the left, you get .35 km.
This also works for grams and liters.
