If an airplane creates a sonic boom and you are underwater, you will hear it. But I don't think that's what you're asking. If you travel over about 761 MPH underwater and make noise, you will create a sonic boom in the air. If you travel over about 3300 MPH underwater, you will create a sonic boom underwater. If you aim a tank gun at water, you could possibly attain this speed for a very short distance. It's exceedingly difficult to attain high speeds underwater.

A sonic boom is caused by an object moving faster than the speed of sound in a particular medium. There are things that can go faster than the speed of sound in water, so, yes, it is possible.

To exceed the speed of sound in water, you would have to go 3000+ mph, one expert says. This is difficult on the surface because of the bow wave.

bliden has a point. In theory, yes, but try to think of the energy needed to propel something at about 700 mph under water!
