Wow. Great question.

I have never been to New York City so I don't know what school is like there. In my neck of the woods (Florida), here is what I would change:

1. It should be a requirement that children have PE class at least until the beginning of high school, preferably all through school. Kids need to burn off that extra energy so they can sit still and focus!

2. Classes and schools should be smaller. My son's elementary school -- grades K-5 -- had over seven HUNDRED children attending. Over 100 kids per class. Too many.

3. Quality control on the teaching process. Quantifiable standards. Realistic evaluations of teachers.

4. After elementary school, the school day should last 7 hours long, not six.

5. Consistent discipline across the board. Consistent grading standards -- award grades based on content, not style or format.

6. No more social promotion. The second time a kid fails a grade, he or she should have access to special remedial teaching.

7. Access to enrichment programs for all who want them and qualify.

8. Stop busing kids all over the place.

Not knowing what the problems of the NYC school system are, it's hard to give an intelligent answer.
Are they over crowded?
Are teachers under qualified? Are teachers certified?
Classroom size to large?
Out dated books? Not enough books?
Teachers under paid?
Do the kids need uniforms? Can they afford uniforms?
Do they have school of choice? Should they have schools of choice?
Are the schools in disrepair?
No sports programs? Can the schools afford sports? Is that an issue?

We need more information.

You could make the schools stop selling the soda and have a better lunch for a balanced meals and things like that. But I'm pretty sure they're attempting that...but I'm not sure.
