Who came up it? and why is not 4 days of work and 3 weekends?

Evolution my friend. Used to be 6 days...Sunday was a day off to go to church. Then workers formed unions and reduced the work week to 5 days. Later some tried for 4 days, but the companies resisted it.

but why does the week has 7 days? if it had 19 days you would have a 2 weeks week-end after 5-days work.

Because the days of the week are in fact called 'days'.
If they were say, called 'moose', we we have a 5-moose work week.
But for know we call them 'days'.
