You need to live there one year before you can apply for residency.

Due to security purposes, full online voter registration is not available. Depending on your state, you may begin the process online, but the final registration form has to be mailed in by U.S. mail.

As soon as you move in, you are a resident. Probably takes 30 days to be able to register. Pick up a form at town hall and mail it in.

for the online thing you could go to the post office website. but you will need to go to the DMV to change over your license or to get an ID card to change residence from one state to another.
