For me, yes, as I get older I have been noticing that my drawings have gotten better. I have also been practicing on drawing anime characters so that has helped me a lot.

While there are numerous numerous theoretical and philosophical discourses arguing whether art is a learned or innate ability, but the general consensus is that even if someone is born with a certain amount of natural ability, or even "genius," if it is not practiced on a regular basis and often under the supervision of a mentor, that person's artwork will not progress. In other words, keep it up, sketch everyday, seek out constructive criticism from teachers, and the technical qualities of your art should improve.

It would not be your growth so much as the time spent perfecting and developing your craft.
A sketch artist gets better as he practices more.
An oil painter, or water colorist sees improvement as he learns to use the mediium for best effect.
A sculptor practices and learns more and more about how his medium can be manipulated.
A musician trains his ear, and trains his muscles to improve the tonal quality of the instrument.
An artist who has stopped developing his craft is no longer a creative artist. He becomes an "artisan." Nothing dishonorable or shameful in this. But it is no longer a creative endeavor if all this person produces is the same as that produced before.

Growing (aging) has nothing to do with it. Experience is the teacher. Do, with an open mind, a desire to improve, learn from others, and you will get better.

yes. as we grow up, we observe more styles in drawing, like the shadings, the features, proportions, etc... and it will become much better if we practice. I really try my best to improve my style in drawing anime, and i have also seen the improvements.
try to keep all your drawings so that you'll see if you really improved, and try to compare all of them. ^_^
