There is no need to have a credit to get a cell phone plan or prepaid plans. If a cell phone carriers decided that she doesn't have enough creit, they'll simply ask for deposit for post-paid plans. To search for an appropriate post-paid cell phone plan in your area, you may try the following links:

For prepaid cell phones, most of carriers do even run credit check. All you need to do just paid for the phone sets and the initial deposit to buyt prepaid minutes. To search for an appropriate prepaid cell phone plan in your area, you may try the following link:

I first went thru Verizon at the age of 19. As I remember the deposit wasnt too bad because it was charged to my bill and I could pay it in increments. Currently I use Sprint and a Samsung A900 and I think it was the best 300 dollars I ever spent (150 deposit, 150 for the phone) and they have some very resonable plan prices. I would also suggest TMobile, though their plans are a tad pricier.

Prepaid plans are a good way to start. However, they do tend to get expensive if you plan on calling all your friends on a daily basis. Try Cingular or T Mobile, and if she can manage that, then try to get a monthly plan after a few months.

She could go with Sprint, the deposit is anywhere from $50-$125. Very good service too!
