I would say that is about average for your height and age. There are a few different ways to increase your jump height. What I used to do was use a jump box (you can use anything that is a challenging height) and just jump up onto it and then jump back down. Do this for about 10 minutes or until you no longer can every few days. Once it becomes easy, put on some light ankle weights and then keep going. Eventually you'll be able to increase the height that you are jumping and keep working your way up little by little. Hope that helps you out.

That sounds average to me... to strengthen your legs for a higher vertical, do squats and calf raises, maybe three sets of 20 of each. If you go to the gym, use a bar for the squats and do less reps; also there's usually a calf raise machine with weight put on your shoulders, very helpful.
Also stretch a lot... like 5 to 15 minutes worth of just stretching your hamstrings, quads, calves, and butt. Keep working consistently and you'll see progress.
