would enable the government of the USA to declare african americans and american citizens of latino descent to be declared non-citizens and have those priveledges taken away so they can be exported to foreign CIA-run jails to when American prisons get too full and to cut down on the costs of locking them up?

I doubt there's any such legislation. Please provide the number of the bill so I can look it up if you want anyone to believe this, otherwise it looks like BS.
If it was that easy to revoke citizenship under the Constitution, don't you think that they'd have already done that with John Walker Lindh?
It'll never happen, and I doubt that there is any such bill. Prove me wrong with a number.

Well, i think all illegals should be shipped back, but people have to think about this. African Americans are decendents of people brought here before some of our ancestors were ever brought here. So, some have as much right at any of us do!
