you can go visit a REAL hunted place in your city, I'm sure there are supposed haunted places in every city, ours here is a tunnel.. so you could try that go with a bunch of friends, I'm sure you'll get a scare if you're up for it..

I definitely like the suggestions of volunteering for nursing homes and homeless shelters. The nice things about that is you'll be doing something really nice, and it looks great when applying to a college.
Halloween...throw a HUGE party on the weekend to celebrate complete with the usual bobbing for apples, horror movies playing the background, and music for dancing. One the 31st, invite a few close friends, and just chill out...handing out candy

Go on a scavenger hunt with disposable cameras. Make a list of things that everyone needs to find and take their picture with, such as certain types of costumes, candy, certain looking carved pumpkin, or decoration. At the end of the night, go drop off the pictures to develop. If you can get them back in an hour, go out to eat, them go pick them up.

rent movies , have an after school fright fest with a bunch of friends and negotiate w/ your teachers to get less homwork or even no homework for the day . if that doesnt work , take the weekend before and either throw a party , or go ghost hunting and go to some haunted houses or haunted hay rides

Ask several of your friends over for popcorn & a movie while answering the door & giving out candy to the trick or treaters. That way you'd give your parents a break too.'

you might try visiting "shut-ins" or a nursing home, preferably by prior arrangement.
Many older people and nursing home residents don't get many visitors if any. Most would appreciate someone coming to visit with them.
