Let's start with fractions and percents, first. The fraction equivalent of a percent is the number that you can multiply with and have the same effect as the percent.
For example, if there's a 20 question quiz and you got a 50% on it, that's the same as getting half the questions right. 50% of 20 is the same as 1/2 times 20.
To turn a percent (Latin for "per hundred") into a fraction, we divide by 100. 50% divided by 100% (which is the whole amount) is 50/100, which simplifies to 1/2.
To convert the fraction 1/2 to a decimal, we multiply around until we get 10, 100, etc. in the denominator. If we multiply by 50, we get 50/100. This means that the decimal is 0.50. If we got 5/100, the decimal would be 0.05 - in other words, the number takes as many spaces as the number of zeros in the bottom. So if we had 2/1000, the 2 becomes 002 to fill 3 spaces, and we write 0.002. If we have 5/4, we multiply by 25 to get 125/100. We try to put 125 into two spaces, but the best we can do is 1.25. (This is an improper fraction; that's why it's greater than 1.)
To convert a decimal back to a fraction, we do the opposite. If I have 0.34, we know that fills 2 spaces so we write 34/100. If I have 0.09, that's 9/100. If I have 1.1, that's 11/10 (there's only 1 space after the decimal).
Notice that 0.50 is 50/100, which is the same as 0.5 which is 5/10. So extra zeros at the end can be left off.
So a percent is a fraction with a denominator of 100 - you can read the % sign as just "/100". 50% is 50/100 = 0.50 = 1/2.
So:
* Turn % into decimal
Since % means "/100", we have 2 spaces after the decimal, regardless of the number. 3% is 0.03. 99% is 0.99. 150% is 1.50 (or just 1.5). Notice that this is just dividing by a hundred.
*Turn decimal into %
We do the reverse: we take two spaces after the number and convert that to a percent sign. 0.54 becomes 54%. 0.3 becomes 0.30, or 30%. 1.25 becomes 125%. Notice this is just multiplying by 100.
*Turn % into fraction
We write /100 below it, and simplify. 50% is 50/100 or 1/2. 75% is 75/100, or 3/4 (cancel a 25 from each).
* Turn fraction into %
We convert the fraction until we end up with 100 on the bottom, and write the top as a percent. 1/5 becomes 20/100 or 20%. 1 (or 1/1) becomes 100/100 or 100%.
*Turn decimal into fraction
We take the number of places after the decimal, and write a 1 with that many zeros. Then we put the number on top of that. 0.7 is 7 / 10, since there is 1 place (giving us 10 in the bottom). 0.54 is 54/100, since there are 2 places (1 00). This can be simplified to 27/50. 3.14 is 314/100, or 157/50.
* Turn fraction into decimal
We convert the fraction until we have 10, 100, 1000, etc. on the bottom, then we write the decimal from it. 1/5 becomes 2/10, or 0.2. 1/8 can be multiplied by 125 on each side to give us 125/1000, so the fraction is 0.125. 1/20 becomes 50/1000, or 0.050. 1/4 becomes 25/100, or 0.25.

Note 1: Simplifying fractions
Just find factors in common on the top and bottom, and cancel, until you can't cancel any more. 5/10 has a 5 on the top and bottom (since 10 is 2*5), so the fraction reduces to 1/2. 6/9 can be canceled with a 3 to give 2/3.

Note 2: Repeating decimals
If you have a decimal that repeats forever, e.g. 0.3333..., then you take the smallest repeating part (3 in this case) and divide it by that number of 9s. So we have 3/9, which reduces to 1/3. (The 9 here is 1 less than 10, which would be the denominator for simply 0.3.) Or if we had 0.090909..., then we take the simplest repeating part, 0.09, and divide 9 by 99 (1 less than 100). This simplifies to 1/11.
Conversely, if you have something like 2/3, and you can't multiply and get a 10, 100, etc., you should multiply and get a 9, 99, etc. In this case we have 6/9, or 0.6666....
It's easier in some cases (e.g., 1/7) to simply long-divide 1 by 7 instead of figuring out what to multiply - in this case you'd have to multiply by 142857 to get 142857/999999, or 0.142857142857....

Percent and decimel conversion is simple. Multiply a decimel by 100 to obtain a percent.
Divide a percent by 100 to obtain a decimel.
Percent to a fraction would be the number over 100 and then reducing. 25% is 25/100 which is 1/4.
Fraction to a percent: multiply the bottom so that it equals 100 and the top is your percent. Take 1/5. 20 x 5 is 100...multiply the top the same way. 1 x 20 = 20...so you have 20/100...20%.
Decimel into a fraction: take the decimel and divide it by it's place. .05 for example. The 5 is in the hundreths place. So, 5/100...or 1/4.
Fraction into a decimel: Divde the top by the bottom. It's best done on a calculator...but once you understand the relationships better you can do it in your head. 1/4 is .25.

% to fraction: 89% = 89/100; 145% =145/1000
fraction to %: 1/10 = 1%; 23/25 = 92/100

i am doing the stars in order:
* move decimal place two places to the left
* move decimal place two places to the right
* put the % number over 100 (like if it was 54% it is 54/100)
* divide top number by bottom number which will give you a decimal and then change that into a percent (like 1/2 = 1 divided by 2 and you get .50 and then that is 50%)
* However many places the decimal goes to the right, like lets say the decimal is .6 then it is 6/10 or maybe it is .65 so then it is 65/100 and if its like .657 then it is 657/1000)
* divide top number by bottom number ( like if it is 1/4 then divide 1 by 4 and you get .25 which is the decimal!)

1) To convert % into decimal divide by 100
Ex: convert 25% into decimal
25/100 = 0.25
2) To convert decimal into % multiply by 100
Ex: Convert 0.5 into %
0.5x100 =50%
3) To convert % into fraction divide by 100 and retain your answer in fractional form
Ex: Convert 75% into fraction
75/100 = 3/4
4) To Convert fraction into %, multiply the fraction by 100
Ex: 3/4*100 = 25x3 = 75%
5) To convert decimal to fraction, divide the decimal number by as many zeros as there digits after the decimal point
Ex: 0.4 = 4/10 =2/5
0.04 = 4/100 = 1/25
0.004 = 4/1000 = 1/250 and so on..
6) To convert fraction into decimal divide the numerator by the denominator and hey presto, it becomes a decimal
Ex: 2/5 = 0.4
4/3 = 1.33....(recurring fraction)
22/7 =3.142857.......... this is your familiar pi

50% = 0.50 (move the decimal two places to the left)
.38 = 38% (move decimal two places to the right)
25% = 1/4 (place the percent over 100, then REDUCE)
3/5 = 60% (multiply 3/5 by 100)
.75 = 3/4 (move decimal two places to the right, then place
over 100 and REDUCE)
1/5 = 0.20 (simply do the division)
