It's not this year. 2008. This election is only for some senate and some house seats. It's important becasue controll of the house and senate may change although it's unlikely.
It's too early to tell for certain. They candidates aren't officially chosen untill after the "primiary" elections. It is most likely that it will be Hillary Clinton v. Rudi Juliani. Right now polls put Juliani substantially ahead, but it always narrows come election time. Juliani is essentially a centerist republican while Clinton will push for a party line vote as she is far Left.
