(+4)-4+y=-13 (+4)
y=-9

Ok, this is an equation. Just solve for the variable (y). TO do this, you isolate y. By law of equality, you add or subtract the same value to both sides in order to move it.
-4 + y = -13
-4 +4 +y = -13 + 4
Simplify the above and you get:
y = -9

Another way to make this easier would be to move the y to the left, since you aren't changing any thing, it will work out the same. e.g. y-4=13 is also equal to -4+y=13 or 13 = -4 +y.
