You just do it. I actually had to report someone today for excessive posting of totally off topic things.

When you see Report Abuse in light blue, and underlined font, click it if you think this is affensive. After, it'll ask which catagory it is in, and you type a comment or two. If you need to, do it because they get sent an e-mail and loose points.

I just do it. Click on report abuse and choose a category that the violation falls under
