Take a note of each single expense you make in a month. If you pay a tip, write that in you note book, if you buy a sandwich note it also.
After some months you will be able to detect where your money is runing out from your pocket.
The next step is to organize your expenses by priorities. Be sure to include a saving fund and an emergency and non planned costs in your budget.

Track every penny for 3 months. Take into account your semi-yearly bills like car insurance, life insurance, etc as well. After 3 months, figure out what you can do without. e.g. $4 lattes at Starbucks. Continue tracking and paring unnecessary spending until you have some savings.

Maybe try tracking your money, write down what you spend daily. You will be surprised about all the little extras, and write eveything down, gum, soda, coffee, etc.

Try that for a week or two, see what that total is weekly. That will help you to see what you are spending your money on.

After which you should be able to make a budget based on your findings.
