The copper pipe in the tank is a myth. The only cure for hard water stains is to add a water softener to your water system. This may not be a complete cure if you have very hard water, but it will help.It will also help the water taste better and the washing machine work better.

Try the new toilet bowl cleaner with teflon. I did, and the stains didn't seem to show up as often on the bowl. (of course, maybe this is wishful thinking.) My water is hard enough that I get that funky black ring at the water line before the end of a week. I've also heard tips to drain all the water out of the bowl, dry it completely, and then apply automotive wax to the inside. I have never tried this before.

Maybe if you had a small current running thru the copper pipe too, but LOL, no copper pipe will not prevent hard water stains.....or else my house wouldn't have that problem as all pipes are copper.

Hard water stains are caused by minerals and metals that are disolved in the water collecting on surfaces. A metal pipe would make it worse. Thats like adding gasoline to a fire to put it out.
