2. Foreign relations
3. Interstate commerce
State (or Commonwealth):
1. Roads and highways
2. Public safety
3. Environmental protection
County (or Parish):
1. Local courts
2. Public safety
3. Social services (child support collection, etc.)
Township (in rural areas):
1. Tertiary road maintenance
2. some public safety (constables)

That i am not sure what they mean (they provide alot more). Are you sure they don't mean the three arms of law, which are: the judiciary, the legislature and the executive (last one starts with an e and sound like executive anyway).
