I returned back from a business trip to discover that water has come through the ceiling from my neighbour's bathroom. There is now an 80cm x 100 cm damp patch on the wall (both sides) in my hall and bathroom, and a similar sized one on the ceiling. What can be done about it, and seeing as it is the second time the nerk has caused damage to my flat due to negligence over plumbing fixtures, is there any way I can get some kind of compensation?

I own my flat - and he is a tenant in his grandmother's flat. I have a good mind to make the floppy-haired student bimbler clean my entire flat too as a punishment.

Your neighbour should be insured for this kind of damage. He should inform his insurance company. You should inform your insurance company and they may appoint approved tradesmen. this will not affect your policy as they will liaise with his insurers for payment.
The water should dry out and the only adverse effects should be staining unless the ceiling is plasterboard and the flood was enough to cause sagging.
Other points to consider are any leakage into electrics which should be checked by a qualified electrician for moisture and cross contamination of the brass contacts, and if you have a laminate floor check it is not wet underneath as this will slowly raise the joints and may not be immediately apparent.
there is no reason for you to suffer financially for his negligence let the insurers (buildings insurance) sort it all out including full redecoration of all affected rooms.

Are you the property owner? or do you rent?

If you are a renter, contact the owner of the building. If you own the flat, then you should make sure you take plenty of photos, get a repair estimate, and if need be contact a lawyer.

you are able to get a particular paint, i'm sorry I overlook the call, it is really for that. it is a grey coloration. then you actually overpaint it with the coloration you want. Any paint shop or B+Q might want to have it. EDIT discovered it this is the "global" variety and is called "anti damp"

you can claim of yours or his insurance,and paint the patch with stain block paint to stop it coming thought
