The term is "lip sync". It is more cost effective for the show to play the the music and let the artist lip sync to the song then to hire a band to play the music. But also some songs are too complicated to be played live.

People aren't tuning in to see an excellent display of musicianship. They're looking for an excellent display of *showmanship*, and it's hard to do all the supa-dope-fly dance moves when you're having to save enough breath to sing with. This has actually been going on for quite a while; just some folks are better at it than others.

because if they sing then Soul Train will have to pay more. Plus most singers can't sing well when they are dancing around.

lip sing? LIP SING?... Did you perhaps mean "lip sync" as in synchronizing your lips to the lyrics being sung by the performer on the CD? Another brilliantly educated twit brought to you by Yahoo Q&A!!

Because a) the producers don't want to spring for a live mix sound system. and b) it really doesn't matter to most people.
