China's principal concern with far-reaching sanctions on rogue states is that the same sorts of sanctions may someday be suggested for China; obviously, they would be in a pickle if that came to pass and they were on record sanctioning rogue regimes.
This situation is the perfect example of why the UN doesn't work at the Security Council level. Of course, below that level it not only doesn't work, it barely functions in terms of the benefits it provides (basic health care excepted (this is the REAL success story of the UN)).

Because China doesnt want north korean refugees coming out of north korea into china.Iran hasnt done anything wrong thats why.
