The national debt allowed was inscribed in a March 2006 federal spending law. It called for the maximum allowed debt to be $9 trillion.
Instead of changing any strategies (such as the war) will Bush just ignore this law and sign into power a new law allowing him a new maximum national debt?
After all, the national debt is already a little over $8.5 trillion and growing!

OkieBoy, have you been living under a rock? Or living in a foreign country for quite some time? YES! I have seen the deficit change from bad to worse my entire life. Especially during the Bush Administration. I hope that answers your question.

... the Republicans are trying to act like they are doing something by "cutting it" down to $250 billion recently... but at this pace it's still going to go well over 9 trillion and of course it will be extended...

Actually hiking up the a cap on the national debt is fairly routine.

You been in jail or something. Here's a news flash. They just cut the National Debt ahead of projections. Try staying current.
