How about:

Is relocation within America really cost productive? (Is it really worth it to spend money to relocate someone rather than train and hire locally?)

Or:

Waste in the Assembly plant, "Where does all the money go?" (When large corporations "scrap" parts is it really necessary and where does that scrapped part go? Is it reused elsewhere? Is the cost of the final product passed to the buyer of the product or is it reflected in the wages of the employees?, etc.)

Local issues are usually pretty obscure. I wrote one once about this old bridge in our town that they wanted to tear down. Find a local issue and make your point of view known.
