Firstly, you shouldn't feel bad because he does this while you're talking to him on the phone, he is sick and perverted and that's not your fault.
And you really shouldn't have to put up with listening to him jerk off while you're trying to have a normal conversation with him, I think that's extremely gross and I'm 22. If my boyfriend did that I would cut his d.i.c.k off so he wouldn't have anything to play with.
Maybe you should have a talk with him (if you haven't already) and just tell him that you're not cool with it, and if he keeps doing it then dump his perverted a.s.s.
