a drug user on methodone is on a DTTO she has been missing appointments and failed a drug test two out of eight times. she uses prostitution when in financial hardship has a five yeear old in foster care who she sees three times a year. She is in poor health due to heavy drug use and is on antidepressants

She obviously needs rehab desperately. But if she is of sound mind or if she is not posing a threat to others it will be hard to help her. You may want to work with the local police to get her arrested for solicitation. At least she will be in a controlled environment for a little bit. If you could evaluate her during this time, maybe she will agree to treatment. If she is uncooperative, I'm not sure what legal stuff you could throw at her. Touch situation, especially if she knows what she's doing. (by that I mean, not declared legally insane). She obviously doesn't know what she's doing.

This person obviously needs help, certainly is an addict. Suggest that you try and talk person into a rehab clinic.
