I find that they usually clarify the question.
Some people are not so good at expressing themselves, and find that what they want to say has already been said by someone else. So linking to that someone else's article is helpful for both questioner and answerer.
If you don't like them. skip the question, and answer another.
There's tens of thousands to go at!

Answers with links? No. Not if the responder is offering additional information about the question posed.
