No, it doesn't. Stretching artificially (and other gimmicks like using a vaccuum pump) causes a purely mechanical "growth", which goes away the moment you take the rock, brace, pump or whatever away.
If you're not yet over 16, best thing to do is not wear tight pants and jockey shorts. If you _are_ over 16, learn to pleasure your g/f by your public courtesy and private petting as well as, um, a form of attention the censor-robot won't let me mention.
