Honestly, the most important step is practice. What I do is take the brush and try to get off any excess eyeliner so it doesn't smear. Then I pull my eyelid down until I get a flat surface and start in the middle of the eye going towards the end. Then I go back and finish at the inner corners. That way the time when the most eyeliner will come off is in the middle and it doesn't look akward. Hope this helps!

A great alternative to liquid eye liner is "cake" eyeliner. It'll give you the same look as liquid liner, but it's easier to control.
It's pretty difficult to find, but I have gotten it through Alexis Vogel before. It looks like a really hard, dark eyeshadow. You dampen a little brush in water, swirl it on the cake, and the cake turns a bit liquidy. You can control how wet or dry the liner is.
If you are really set on using liquid liner (I use it when I ran out of cake eyeliner), be sure to wipe as much of the liquid off the applicator as possible on the inside of the bottle (at the edge of the opening of the bottle it comes in). Even if you wipe off too much (which is hard to do), you can always re-dip. Easier to add to than take away from once you've applied.
It takes a lot of practice, confidence and a steady hand -- the practice will give you the latter two of those.
Play around with different techniques to see which works best for you. People who have answered this before me say they start at the inside of their eye and work out. I start at the outside corner of my eye and go in toward my nose. Different strokes and all that.
If all else fails, get a friend who wears liquid eye liner to show you how she applies it. Sometimes it easier to learn by example.

Are you prepping your lids? Before you out on any eye makeup, always prep with lotion and a light eyeshadow or powder fooundation that mathces your tone. Then, apply the eyeliner, in ONE STROKE! This prevents it from looking "sketchy", and you can use 2 strokes if you have two, but make sure it looks smooth. Then you apply the mascara. i wouldn't suggest eyeshadow with this, because red lipstick goes best with the eyeliner, and you must use minimum makeup with red lips. Hoever, you can fool around. Remeber, confidence in the stroke is key, as you want it smooth, and the lotion and eyeshadow are very important as they keep it in place. KEEP IN MIND!! You will need to touch up after exercion, as sweat makes it run. Good luck!!

Practice does make perfect. I have lancome's black eyeliner - it comes in a compact and you have a tiny brush that you apply it with. You wet the brush and then the liner and draw it across right above your lashes. I have found that the short brush - about 2" really makes a difference.

take a black liquid liner pencil,and tell someone to draw the line right by your lashes about a quater of and inch ,and ,then take the liquid liner,and tell somone,to trace over the pencil one.then extend it just a by your lashes stop,and extend a just a bit, DON'T curve it up,when lift your eyes,it will curve by itslef.TIP: if you put the liner to think,take a cotten swab or,those makeup things with your eyeshadow,and wet it,and gently take the part out!and it will disappear! (if you want to look professional,start the pencil liner,by your inner eye's for a thin line,and while you go further,make it bigger!)

It's always pretty messy but when I have worn it, I pull the corner of my eye outward and apply it but it's still messy.

concentration is what u need.. make sure that ur concentrating on only ur eye .. and the liquid liner.. make sure ur hands arent shaky and that ur in balance..

you do it the same way you apply dry....but more careful. if it's runnig into your eyes then use less or put it a little higher up so it has space to run!!
