very sadly yes for many reasons non of which reveal the causes of effects on his actions its reconized paranoid scitzophrenia is in his case what led this very ill suffering untreated man to become a killer these days more than ever the governments and doctors are doing their best to offer constructive help but sadly such illness aids the sufferer not to accept whats wrong until often too late

Anyone who commits murder (planning) has mental illness.

Anyone who kills (military, police in the line of duty [that is certified as justified] a person who protects home, protects persons) does not have mental illness.
