I am looking for a plan that would be at max 15 dollars a month. It has to have decent coverage and not PREAPAID...I need at regular plan with a certain numbe rof minutes and stuff lie free in calling...

I would just use cellufinder.com to find which carrier is best for what you want. I've tested it a few times, and it is pretty accurate, but probably the best service is that they give you a link to phone discounts on the web that matches plan that they recommend for you.
