It is the way Boy Scouts hold their hands when they say the Boy Scout oath. Law and promise. It represents the fluer de loon which is a form of the christian cross.
(Father son and holy ghost. It was not used for its religious significance but becasue of the noble and valiant ideas ttached to thos ewhohad used that sign in the past.)

On my honor I shall do my best,
to do my duty to God and my Country,
to obey the Scout Law,
to help other people at all times,
to keep myself physically fit, mentally awake, and
morally straight.

Do a good turn daily is the Scout slogan.
