If I had to choose between I go with Lindsay Lohan because she is the much better actress than Hilary Duff. Lindsay is talented because she can play any character and her roles are more grown up than that of Hilary.
But Lindsay need to lay of the partying, drinking, and guy hopping for a while and focus on her career because it is taking away from her accomplishments.

As far as acting, neither one! ewwwww! This may show my age, but I think the best actresses are the ones who have had the most experience, like:
Jamie Lee Curtis
Lauren Hutten
Helen Hunt
Unfortunately, the actresses and actors that made Hollywood Hollywood are mostly dead or will be in the next few years. Their acting had substance.

Neither one plays any role except that of themselves attempting to play someone else. So it comes down to who is most likable. Eliminate skanks and you barely have Hilary Duff remaining.
