Night
The silence of night
Flows around me
Like enormous undersea current.
I lie on the bottom of dumb, green water.
I hear my heart
Sending its light and dark signals
Like light house.
A voiceless rhythm
A secret code
I DECIPHER NO MYSTERIES.
At each flash of light
I close my eyes
To keep the continuity of darkness
The endlessness of the silence
Engulfing me

Decipher means to figure out, to decode. The preceding line, "A secret code" sets up the "I decipher no mysteries" line.
The way it is used in this context sounds to me like being surrounded by mystery but not caring - the silence and darkness are chosen instead. Pretty interesting writing.

It means that the creature down there hears its heart but cannot understand the "signal" it is sending. It cannot decode (decipher) the mystery of what is going on around it.
