A person who is required to file an information return with the
IRS, must obtain your correct taxpayer identification number
(TIN) to report, for example, income paid to you, real estate
transactions, mortgage interest you paid, acquisition or
abandonment of secured property, cancellation of debt, or
contributions you made to an IRA.

That's odd. W-9's are usually filled out by the person receiving payments, not making them. Are you receiving any payments from the landlord?

The purpose of the W-9 is to gather the taxpayer id number or social security number, so payers can report money they've paid to other company's or individuals, to the IRS, so the IRS knows that the payee has made that income.

I'd ask your landlord why he needs the W-9, because he won't be reporting income to you normally.

I work in the medical profession and get requests for a W-9 form frequently. The requests come from people who we have sent bills for services rendered to, such as insurance companies. It has our facility name and tax ID number on it along with the accounting supervisors signature. I see no reason why your landord would need you to fill out this type of info. Maybe he left the wrong form for you by mistake....or maybe he is just confused!

This is so the government can keep accurate track of your social security/pension amount and your actual income... when you file taxes, a copy will go to the government and a copy to you.
