no, it doesnt. But if you are on yahoo messenger it will place a little sign next to your name, and when your friends log on, it will tell them you have a new blog and to check it out.

A blog doesn't go to anyone and you can't send it. You can, however, e-mail or IM a friend a link to your blog for them to check it out. Your friends can view your blog and leave comments but that's it.

send it to your friends before you blog,,
but i think it is more fun visiting each others sites,
invite friends..

It stays on your page and people who drop by can read it, but there might be a setting where you can send it to people, I've never looked.
