Why don't u try making the first move maybe he will know what u really want. I think it's normal for a teenage guy to be nervous when it comes to these kind of things. therefore try to start it, and hopefully he won't let u down. But don't go to fast!!! Wait for the right moment!! TC!!!

Why dont' you ask him about it?.
Ask if he is nervous and if it is the case assure him that you can wait till he's ready. =]
