periwinkles do not like cool evening temps or, for that matter, days either...they always get the "fungus"...even though we are in zone 9...we never plant vincas until the first week of June...trust me, once one is sick, they all get the fungus and die....no good treatment except dry hot weather.

It could be fungus. This is usually caused by too much water. Has the area received a lot of water lately? Lighten up if it has.

On the other hand, as vinca ages the stems sometimes exhibit white cracks that look like very thin lines. Maybe it's that, if there is no other sign of distress.

I just read an article of a problem there having out in L.A .Calif, where these bugs are forming what appears to be a white fungus, mold type. the bug was imported or something to that effect. They were going to use a very small wasp that was none stinging and which was the size of a Nat they said, government had developed them. i believe it was a yahoo news article

Apply White Oil. Also, don't be afraid to cut the vinca's back.

We talking powdery or downy mildew or an insect that looks powdery like a mealy bug? Sorry, can't answer unless I see it. Take it to a garden center or your Extension Service agent.
