There is several ways to do this all of them with varied price ranges of workable budgets.
1) If there is running water the old Witching stick methiod,
Improved however pipes can be as far off as upto 4" either side of checked area.(Garanted not good if you are putting up ome nails to hang stuff.) A Company in Chino Ca called Irrigation Tech puts one type out cost Retail and Shipping approx. $85.00
2) Some Areas you can call specialized Landscape Contractors
or then some plumming Contractors that has a device that tracks
pipes--Note again only if you have running water in the pipes:
Now this service cost average $65.00 upto $250.00 in some areas.
They have some head phone like hear for sound waves like then you can mark wear the pipes area.
3) Check with plans on the house from Building Contractor specs. The Blue prints may still be avaialable if your place was build with-in last 2-yrs. However if the Generals and Subs-Contractors did not make a lot of what is called AS Build
Ad on special changes orders to get the cost down.

James...there should be no water piping in the walls of your lounge room or bedrooms where most time you will hang pictures.
They are only likly to be at chest height in the kitchen and bathroom and laundry and normally come from the bottom up to the taps and will come straight down if you have a hot water service in the roof.
The plastic piping for water that is used now is of a thick gauge and hard to penetrate.
if you are using normal picture hooks rather than just a nail then you will not make contact with the pipe-work because of how far it is set back.....remember...the picture hook nail has to go through approx 12 mm of plaster first.

Use a wall stud if possible. (Use stud finder.) If there is no stud where you need to hang a picture use a hanger that will only penetrate the dry wall. I really doubt there is a water pipe that high in the wall unless there is a shower fixture behind it.

most water pipes do not run where you are goin to hang art work. You will ok hanging your pics and not hitting any lines. If you live in an area where they are still building houses then go by and take a look at where the lines are most plumbers run their lines the same area everytime. You will be ok

The system you are describing is called a "pex" system. There is a central diverter in the basement / mechanical room. The hot and cold water both run into it. Then there is a direct line for both hot and cold to each fixture in the house. Therefore, a faucet in your bathroom has a direct hot line and a direct cold line running to it. This evens out the water pressure throughout the house, and makes it easier to issolate leaks if there ever is a problem with.
I used to be a superintendent with Pulte Homes and we used this system in all of our houses. Many tract home builders use them, and most plumbing companies could figure it out.

Ooooh, tricky. Are you sure that you want to fool with them? Very likely the pipes are running vertically in the shortest path possible from basement to faucet. Plumbers don't like to run pipes horizontally, as it is more difficult and increases their costs. Using that as your starting point, you can then either cut holes where you think that pipes are, or you can rent or buy a device that will send a small current through the water that can then be read by a meter. the reason why there are so many of them is that they are called HOME RUNS. this is because of the inside diameter of the pipe
you will notice a manifold where ever those pipes begin

Those would be drainage pipes only. PVC pipes are not up to code for fresh water pipes. those would be copper.

Ask the contractor that built the house, or the plumber. But why would you want it? Copper is superior. [won't crack with age]
