I have seen a tramp who wonders the streets picking up litter and pulling things out of bins. I have seen where he lives and it is filled with litter. What is the psychology behind this kind of person? Is there a name for this kind of illness?

Whoever said that all tramps are homeless? This simply is untrue and some very rich people with mansions actually choose to be tramps. It is a way of life for some.

he probably has some kind of phobia that cant stand waste. who knows.

There was a documentary on television not long ago about people who hoard rubbish. They cause vermon and nasty smells for the neigbours around them.

He probably suffers from Obsessive Compulsive Disorder, otherwise known as OCD. You will probably find, if you observe closely, that he is helping himself to a certain range of items -- possibly newspapers and magazines. He will pursue his objective irrespective of the effect it has on his lifestyle and that of the people around him. As you say, you've seen where he lives and it is filled with litter. He can't help himself. He will go on filling it with litter to the point where he may not be able to live there properly. I read of one case where a man filled his house entirely with the things he had collected in this way to the point where he actually had to buy another house to live in with his family, the first house remaining stuffed with the paperwork he had been collecting for years. That's how serious it is and what is lamentable is how useless the various mental health authorities and social service departments are when it comes to helping such people.

Yes it's commonly called Litterpickingupitis, or to give it it's full medical name, Onewhocannotstoppickinguprubbish and it's a severe mental illness brought to the UK by a Rubbishion immigrant in 1482.

These kind of people don't only hoard rubbush but some seriously ill people can't throw nothing away and that includes their own human waste - such as they take a pee in a bottler rather then using the toilet that type of thing. They can't part with nothing
