Shoes and purses do not always have to be matchy-matchy; however, there are a few key elements to consider...
1. colors do not have to match but should compliment each other.
2. The styles need to be similar... it would look absolutely ridiculous if a person went into the office with black patent stilettos and a bohemian cloth purse.
The key to accesorizing is confidence... plain and simple. if you are confident to "work" what your wearing than people will take notice.

no they don't have to match, but they at least should be in a complementary color. When wearing office attire, you'll look more put together if your shoes and purse match, but it's definitely not required. Save the matched look for the lunch with the big client.

No, b/c you dont always have a lavendar purse to go with you lavendar shoes, or an orange purse to go with your orange shoes. Besides, if you're in the office, your not always going to be carrying around your purse. Your purse should be a reflection of your taste. Now, if you are going to a cocktail party, you wouldnt bring your brown leather purse to wear with your slinky black dress. Youd pick something tasteful in black.
Only on special occasions shoud your purse need to match your outfit.

Me as a man, if I knew a girl that do the match, I would think that she doesn't know how to outfit, or she lacks confidence !!! A lot of elegant girls do not match!!!

I don't think they have to match color wise, but they should be "professional" style if that's what you are dressing like. Fun/crazy purses should be kept for time away from work.
