They are not concerned, it is the politicians that use the water issue to scare people. As far as I know there has not been a case where the toilet did not fill because there was not water. In fact, about 60 miles north of Las Vegas is an underground aquifer that will solve all water issue, but they are afraid to tap it because some beetle may starve. All politics.

Now, I should know, I was in LA when there was a real water shortage, the toilets sometimes didn't fill. The mayor, Tom Bradley, got on TV and said "If it's yellow, let it mellow. If it's brown, flush it down." When we in Vegas get to that point, then I will worry, but I doubt we will get there.

Nevada gives lip service to the issue of water, but I'm convinced most people here think that no matter what water will always be available. And to make matters worse, about ten years ago the voters agreed to increase the sales tax in Clark County to help pay for water. This is a disincentive to save water because people here are not paying the true price for the service.
