Concert band and Symphonic band have the same instrumentation - winds, brass, and percussion. The difference is the repertoire. Concert band would play things like marches, whereas the Symphonic band would play transcriptions of classical pieces of music. Symphonic is usually for instrumentalists that are more advance and "serious" musicians.

Orchestra (or Philharmonic) consist of strings, winds, brass and percussion. There is something that is called a Wind Orchestra, which doesn't have have the strings. You can read more about that in the links below.

The difference between the two is the addition of strings. Orchestras also contain first and second violin, viola, cello and bass sections. Bands only include woodwinds, brass, percussion, etc.

I believe that it is a band if there are no string instruments involved, and the addition of strings turns it into an orchestra.
