Of course you can pass inspection without a passenger mirror. Heck, in the 80s, on a good many cars the passenger mirror was an option - no joke.

I dont live in Pennsylvania, but I am 99.9 percent sure that you can not pass a vehicle inspection without a passenger side mirror. Its just not safe. Get it fixed!

The Answer is Yes However it has to be removed from the car and you must have a driverside mirror and a rearview mirror, the law requires two dosnt matter which two as long as there are two, but like i said the broken mirror Bracket and all must be removed from the car entirely usual pretty easy to take off remove the door pannel and there are usualy just three nuts to remove then the bracket will come off...
