This might be hard to find; possible might find who first advertised that garment style. Was it some-one named Anorak ?

Another place to look would be patents, or design registrations.
In earlier Army coats the hood was optional, and buttoned into th back of the neck. So who made it into a one piece liner ?
If you find some real information, you could write a history of fleece. Fleece is what the clothing folks call this stuff.

I dont think just one person came up with the idea, hoods in general have been around for centuries. Look at nuns...the sweatshirt itself is made out of cottom because is the easiest and cheapest form of clothing. Its like asking, who invented the wheel.
