This statement means "what is the order of the changes" is important. "How old were you when the change happened" is not as important.

The history preceeding an event is far more important because it creates the environment in which the environment occurs.

That is, there certain things that must happen or conditions created (i.e. the history) which causes the tipping point for the occurrence of an event. It assumes that all things are related and fluid and not static or standlone.....

It doesn't matter how old you are when changes occur, only that they happen in the right order.
