It comes from a verse in the Bible, John 3:3, in which Jesus told one of his followers that "you must be born again," which I believe was meant as a metaphor for starting a whole new life when the person decides to follow Jesus, accept his teachings, believe the tenets of Christianity, etc.

The Christian re-birth concept means that when you accept Jesus Christ into your heart He forgives all your sins and washes them away. The He cleans out your heart and makes you a new person in Christ Jesus. You are then accepted into the Kingdom of Heaven forever.

This is articulated by Jesus speaking to Nicodemus:
John 3:3 "Truly truly I say to you, unless one is born anew, he cannot see the kingdom of God."
He clarifies somewhat:
John 3:5-6 "Unless one is born of water and the Spirit, he cannot enter the kingdom of God. That which is born of the flesh is flesh, and that which is born of the spirit is spirit."
The Greek syntax in the original text suggests not two births, one of water and one of Spirit, but a single re-birth of water-and-the-Spirit.
Jesus goes on, saying that he expects Nicodemus, as "a teacher of Israel" to understand these ideas; so, the concept apparently is foreshadowed in Hebrew scripture, which had spoken of God's Spirit as being poured out over Israel like water.
Jesus likens somebody born of the Spirit to the wind; you can't see it, but you see its effect. You can't see the Spirit in a person, but you can see its effects.

Immediately after this conversation with Nicodemus, John shows Jesus and his disciples going out to the river to baptize people. This rebirth by water-and-Spirit has thus traditionally been identified with baptism. This is a physical action with spiritual effect, and is the sign of one's entry into God's kingdom.
